Mexico Approves New Mental Health Strategy for Youth

Mexico launched its first National Youth Mental Health Plan to address the 34% rise in suicidal ideation between 2020 and 2025, integrating psychologists in 1,200 schools.

Mexico City: Mexico's Ministry of Health announced in March 2026 the launch of the National Youth Mental Health Plan, the first comprehensive strategy specifically designed for adolescents and young adults between 12 and 25 years old. The plan comes in response to alarming data: anxiety and depression disorders are the leading cause of healthy life years lost in this age group, and suicidal ideation rates increased 34% between 2020 and 2025.

The plan envisions the integration of mental health services in 1,200 public middle and high schools throughout 2026, with psychologists and social workers at each campus. It also includes a 24-hour crisis hotline with human support, not just chatbots, and the training of 15,000 teachers to identify early signs of mental disorders in students.

The Role of Technology

A significant innovation of the plan is the integration of digital emotional support platforms, in collaboration with Mexican digital mental health startups. The Mente Clara application, developed by a team of UNAM graduates, offers AI-guided cognitive-behavioral therapy sessions, with escalation to human psychologists for at-risk cases.

The plan also addresses the social determinants of mental health: gender violence, youth unemployment, economic precarity, and the impact of social media. Research links intensive social media use with higher rates of depression in adolescents, and the plan includes digital literacy and wellbeing programs in virtual environments.

Funding and Evaluation

The plan's budget is 4.2 billion pesos for 2026, with a projected expansion to double for 2027 if the impact indicators are positive. The plan will be evaluated by an independent committee composed of academics from UNAM, CIDE, and specialized civil society mental health organizations.
