Health mission data from the Ministry of Health and Family Welfare confirmed that five Indian states — Kerala, Goa, Tamil Nadu, Telangana, and Himachal Pradesh — have achieved 100% institutional delivery rates, meaning every recorded birth in those states in the 2024-25 fiscal year occurred in a health facility rather than at home. The milestone reflects decades of investment in primary health centre infrastructure, the Pradhan Mantri Matru Vandana Yojana maternity benefit scheme, and targeted interventions under the National Rural Health Mission. National institutional delivery rate stands at 91.2%, the highest ever recorded and up from 52% in 2005. Maternal mortality in the five top-performing states averages 25 per 100,000 live births, approaching European-level outcomes. The government has announced fast-tracking of a comprehensive maternity entitlement package for all women that includes 26 weeks of paid leave.
