Paraguay Fights Organized Crime at the Triple Border

Asunción: Paraguay reinforced in 2026 its security strategy in the Triple Frontier region, where Argentina, Brazil, and Paraguay converge around Ciudad del Este, in response to the increase in transnational organized crime activity in the area. The region is historically known for smuggling, money laundering, and the presence of groups that finance international criminal networks.
President Santiago Peña's government announced in March 2026 the creation of a specialized anti-drug and anti-money laundering unit with 500 elite officers, equipped with satellite surveillance technology, monitoring drones, and communications interception systems. The unit operates in coordination with the US DEA, Brazilian Federal Police, and Argentine Federal Police.
The Money Laundering Problem
Ciudad del Este, Paraguay's second largest city with more than 300,000 inhabitants, is one of South America's largest centers of informal trade. Its free trade zone attracts buyers from across the region but also facilitates money laundering from drug trafficking and smuggling of electronics, cigarettes, and subsidized fuel.
The Financial Action Task Force (FATF) included Paraguay on its grey list of countries with deficiencies in anti-money laundering in 2023, and the government is working to exit that category through reforms to financial legislation and greater transparency of the banking and exchange house system.
Trilateral Cooperation
The joint operation with Argentina and Brazil in the Triple Frontier is an example of regional security cooperation that is not always easy to sustain given the political differences among the three countries. However, the common interest in combating transnational organized crime has made it possible to maintain joint operations even when diplomatic relations are complex.
