The High-Level Committee on Simultaneous Elections, chaired by former President Ram Nath Kovind, submitted its final report to the President of India, formally recommending that Lok Sabha and all state assembly elections be held simultaneously starting from 2029. The report proposes a two-phase model in which the Lok Sabha poll and a majority of state elections occur together in the first phase, with elections to remaining states and local bodies held within 100 days. Implementing the plan would require constitutional amendments to at least five articles and ratification by a majority of states. Opposition parties have strongly objected, arguing simultaneous elections would concentrate political power and disadvantage regional parties. The Election Commission has been asked to submit a technical feasibility report within three months.
